DaddyLongLegs so the RRPI is based on the RPI system that Washington uses for seeding their state tournaments. The RRPI looks at 3 main factors that impact a team's score. The team's winning percentage (WP), the team's opponents winning percentage (OWP), and the team's opponents opponents winning percentage (OOWP). It's a way to calculate a teams strength of record and strength of schedule.

These 3 factors are then weighted: 25% WP + 50% OWP + 25% OOWP = Composite Score. These are the scores that you see above. There is any additional factor of 15% added for cross-classification games. Meaning if a 4A team beats a 5A team it is worth 1.15 wins instead of 1 win. Likewise if a 5A team beats a 4A team it is only work .85 wins versus 1 win.

Looks pretty spot on to me. (at least in the 4A and 5A classifications). The only weakness I can see in the model in that it does not account for dominance. IE, Eagle and Post Falls are likely 20-30% "Better" than the teams behind them. (very imprecise language, I know). The ISB rankings seems to account for that somehow in their power rankings. Box Out, that is correct. That is one factor that the RPI doesn't account for is margin of victory. The tough thing is you don't want to give teams incentive to run up the score on 'weaker' opponents to up their ranking. That said though, if a team is dominant they will have a better record than the teams below them, and their ranking should reflect that as well. Just looking at 5A there is about a 10% gap between Eagle/Post Falls over the 4/5 teams MV/Bonneville. That even goes up to 15% when you go to Centennial at 6. So 'dominance' is getting captured in a round about way, but not directly via MOV.
